482. Public Participation –
Planning application – SDNP/16/02291/FUL – Bepton Hotels Ltd requests permission to convert a small corner of the field opposite Park House Hotel to create an overflow car park.
Representatives from Bepton Hotel Ltd and the neighbouring property were present. Bepton Hotel Ltd explained the reason for the need for overflow parking. The site selected was on agricultural land. The other option, across the road, could not be pursued because it was designated conservation land. It would be very costly to change the golfing area for car parking. The neighbouring property was concerned that the proposal would be disruptive to their amenity and it could possibly lead to a reduction in their property value. The council voted Support 2; Object 4; Abstain 1.

483. Minutes of the Annual Parish Assembly 12 May 2016 – were approved and signed.
484. Minutes of the Annual Statutory Meeting 12 May 2016 – were approved and signed.

485. Report from the District Councillor – Cllr Caroline Neville
a) CDC are offering 3 months free for people signing up Online for the gardening service.
b) CDC grants will be reducing. Councils will need to increase their precepts.
c) Cllr Neville asked the Council to send photos and copy to CDC for the £250 grant to celebrate
HM Queens 90th birthday.
The Council thanked the District Councillor for the new interpretation panel.

486. Report from the County Councillor – Cllr Gordon McAra
a) WSCC changed to the Household Waste Recycling Services with effect from 1 October 2016 will mean that daily opening hours at all sites will be 10am to 7pm five days a week in summer and 10am to 5pm in winter. Midhurst will now be open on Sundays (subject to planning permission). The County is proposing closing the Midhurst Amenity site on Mondays and Tuesdays and opening on Saturdays and Sundays.
b) Joel Sykes, the Highways Area Manager, is leaving the post at the end of July.
c) Operation Watershed has £500,000 available for projects.
d) The S.106 money for the kerbstone project to Frogmore on the Bepton Road will become available.
e) There won’t be any change to the CC election boundaries for their elections next May.
f) At the last CLC meeting Broadband was mentioned. There will be no change at Bepton.

487. Matters arising from the Minutes
a) Notice Board – Severals Green – Thanks were expressed to Mr Neil Hart for refurbishing the notice board. Positive comments have been received about the mowing and look of the area.
b) HM Queens birthday celebrations – Bepton Down Interpretation Panel – Mrs Hollowood
reported that there had been an unveiling of the new interpretation panel about the flora and fauna on Bepton Down Site of Special Scientific Interest (SSSI) on 13th July. Mr Neil Hart as the local Deputy Lord Lieutenant had congratulated the Bepton Down Conservation Group on a very attractive and informative sign and he was delighted that the panel could be used to celebrate the Queen’s 90th birthday. The sign would be paid for by the District Councils Queens 90th birthday grant to communities of £250.
c) Summer Newsletter – Thanks were expressed to Mr Bower on the latest Newsletter
d) SSALC Councillor training, 23 June 2016 – Mrs Milner and Mrs Cunningham had attended a councillors training session in Chichester. They found the session very interesting and useful.
Mrs Milner said it may be possible to attract funding from the ‘Green deal’ to cover the cost of the grass cutting on Severals Green. She also mentioned that the Council’s insurance would cover local residents if they wished to undertake organised local litter clearing.

488. Finance report – Mrs Grocott RFO

The above payments were approved by the Council.

a) Online Banking – There has been no confirmation received from Nat West since submitting the forms. The Clerk was asked to follow this up. (Nat West have advised that they have not received the forms so they will have to be complete again at the September meeting.)
b) Pension arrangements – Correspondence has been received from The Pension Regulator regarding the introduction of automatic enrolment in a Pension Scheme. The Chairman has responded to say that both Mrs Grocott and Bepton Parish Council are aware that Mrs Grocott has the right to join a pension scheme. She had advised that she does not meet the automatic enrolment criteria because she is earning below the monthly rate and she is over the SPA. A further letter will need to be after the staging date of 1 October 2016.
c) Advertising of the Public Right to Inspect the accounts 2015-16 has taken place 6.6.16-15.7.16
d) The Clerk attended and reported on a SSALC training day on 14.7.16 for Legal and Finance.
Three points were mentioned by the Clerk: –
1) To check that the Finance Regulations had been amended to include Online Banking
(Ref – Minute 462(c));
2) When the new internal auditor is appointed the council should minute his competency;
3) There should be a separate Minutes of the Annual Governance Statement.

490. Highways & Byways & Environment
a) There will be a South Downs cycle event Wiggle South Downs 100 on Sunday 2nd October with one section going through Bepton.
b) Highways England – A27 Chichester Bypass improvement scheme. Public consultation will run from 14 July to 22 September 2016. Refer to the WSCC website for information.
c) Bepton Parish Emergency Plan 2016 – The Chairman has updated the information to the County
d) Community Facility Audit–The Clerk has updated the District Council information as requested

491. District /County Organisation
a) Briefing and Awareness Training for the Parish in the North of Chichester – Mrs Cunningham and the Clerk to attend.
b) Chichester District Council will be hold a meeting with Parishes in September.

492. Other Matters –
a) The Clerk referred to imminent decision to close the Chichester Combined Court Centre and Chichester Magistrates Court. She had received a letter of concern from the Rt. Hon A Tyrie, MP to local parishes and she encouraged the Council to respond because of what the closures will mean to the local people in the District. Mr G Ryan will view the letters and respond on behalf of the Council if they should so wish.
b) Mrs Hollowood announced her resignation due to family and work pressures. The Chairman expressed his disappointment but thanked her for her contribution to the work of the council and the community especially with the Bepton Conservation Group Interpretation Panel. The Clerk will notify the District Council and notices will be placed on the notice boards and onto the website.
