BEPTON PARISH COUNCIL WISH TO HEAR YOUR VIEWS SO THAT THEY CAN PREPARE A
PARISH PRIORITY STATEMENT FOR THE SOUTH DOWNS NATIONAL PARK LOCAL PLAN
REVIEW.

INTRODUCTION

You may have already heard that the South Downs National Park (SDNP), as our Local
Planning Authority (LPA), is in the process of carrying out a review of parts of their Local
Plan which was adopted in 2019 and details planning policy for the National Park. The aim of
the review is to ensure the plan delivers on their priorities relating to Climate Action, Nature
Recovery and a National Park for All. The SDNP Authority is giving town and parish councils
located in the National Park the opportunity to contribute to the Local Plan Review by
submitting a Parish Priority Statement (PPS).

To enable Bepton Parish Council to prepare a PPS for submission to the SDNP Authority we would like to hear your views on what you see as important for the Bepton community over the next 15 years. The PPS submitted by the parish will then form part of the evidence base for the Local Plan Review.

PRIORITY STATEMENT OVERVIEW

The SDNP Authority has provided a template for parish councils to use when preparing their
Parish Priority Statements. The PPS template lists the following generic topics for comment
although not all topics will be relevant to all parishes. Please let us have your views on any
of the following topics with respect to Bepton.

Vision for the future

Key changes you would like to see in your parish over the next 15 years
When you would like to see these changes in the next 15 years?

Development and Land Management

What type and level of development would you like to see in the parish?
Are there any areas of the parish you would like to see developed?
Are there any specific areas you want protected for other uses?

Homes

What type of homes would you like to see in your community? What size of home is needed locally?
Any other requirements?

Design

Are there any areas of local character which are particularly important to the local
community? Particular features of buildings of local character.

The Natural Environment

Opportunities to make nature bigger, better and more joined up.

Jobs

Information about businesses you would like to protect and business opportunities that
should be provided.

Public Spaces

Name the important greenspaces in your local area, identify any opportunities for
nature recovery.

Infrastructure

Active travel priorities, roads, parking, community buildings needs, waste, water
infrastructure , broadband, renewable energy…..what does local community need?
Where are the shortfalls or lack of local provision?

The Bepton Annual Parish Assembly will be at 7:30 pm on the 11th of May at the Park House Hotel – All Invited

This is an annual event where you can meet your local Councillors and ask questions. There will also be an opportunity to meet and hear your local PSCO (Police Community Support Officer) Nathan Ford give a presentation on scams and fraud. Tea and Coffee provided.

Statement of Persons Nominated & Uncontested Election for Bepton Parish Council

Dear Clerk

Parish Council Elections – 4 May 2023 – Statement of Persons Nominated

I attach for your attention a copy of the Statement of Persons Nominated showing particulars of the persons who were validly nominated for your Parish Council when the receipt of nominations closed yesterday at 4pm.   Could you please arrange for at least one copy of this notice to be displayed on a Parish Council notice board as soon as possible.

As you will see the number of candidates is lower than the number of vacancies to be filled and therefore will all be declared to be elected as unopposed and it will not be necessary to hold an election for your Parish.

I also attach a Notice of Uncontested Election, which will also be needed to be displayed.

Although there are insufficient candidates for an election, a quorum has been achieved (3 councillors or one third of the total seats, whichever is the greater).

Legislation requires that the Parish Council shall co-opt qualified people to fill the remaining seats.   This should normally be done at the first meeting of the Parish Council but MUST be done within seven weeks of the 9 May 2023.   If the vacancies have not been filled within that seven week period then it will be necessary to set a date for a further election to fill those vacancies.   The full cost of such election will have to be paid for by the Parish Council.

All elected parish councillors are required to complete a return of election expenses even if there is a nil return, these forms were included in the nomination packs but I attach it here for your information.  This must be completed and returned to the Returning Officer by 1 June 2023.  Failure to send in a Return of Expenses (even a nil return) or Declaration by the above date constitutes an illegal practice, and knowingly making a false declaration constitutes a corrupt practice.
